Why is there no sub-scheme or collections within AGROVOC?

AGROVOC is quite rich and big. Still the structure of the thesaurus does not exploit skos:Collection and skos:ConceptScheme (the possibility to create sub-scheme within the main concept scheme) to structure its content. Any reason?
